Scholz und seiner Ampel bleiben nicht einmal 100 Stunden

Wenn es eine Frage gibt, die sich der Ampel-Koalition nicht mehr stellt, ist es die nach der Schonfrist. Früher einmal ist, auch wenn das vermutlich nie gestimmt hat, von 100 Tagen die Rede gewesen, während derer eine neue Regierung sich sortieren kann. Dann erst sollte es erste Zensuren geben. Olaf Scholz und seiner Mannschaft bleiben nicht einmal 100 Stunden. Die ersten Vorentscheidungen darüber, ob das Ampel-Bündnis sich bewährt oder nicht, fallen schon, bevor der erste Amtseid gesprochen ist. Noch ehe er vom Bundestag gewählt wird, muss der neue Kanzler beweisen, dass er in der Lage ist, Schaden vom Land abzuwenden. Die sich auftürmende vierte Corona-Welle und die bedrohlich ansteckende Omikron-Variante des Virus zwingen zum Handeln. Jetzt.

Olaf Scholz, der Kandidat, hat die Bundestagswahl nicht zuletzt aufgrund seiner Fähigkeit gewonnen, sich demonstrativ nicht aus der Ruhe bringen zu lassen. Vielen Wählerinnen und Wählern hat das gefallen. Sie werden von Scholz, dem angehenden Kanzler, nicht erwarten, dass er nun in aktionistische Hektik ausbricht. Wohl aber dürfen sie verlangen, dass Scholz das Tempo bei den zu treffenden Entscheidungen der Ausbreitungsgeschwindigkeit des Virus anpasst. Während Scholz noch am Gesamttableau des neuen Kabinetts feilt, wollen die Menschen zügig wissen, wer neuer Gesundheitsminister wird. Umso mehr, als dieser Posten derzeit wichtiger ist als der des Finanzministers oder des Vizekanzlers.

Der angekündigte neue Krisenstab muss seine Arbeit schnell aufnehmen

Was immer sich die erste Ampel-Koalition auf Bundesebene auch vorgenommen haben mag für den Klimaschutz, soziale Gerechtigkeit oder die gesellschaftliche Modernisierung – nichts davon kann gelingen, wenn die neue Regierung an ihrer vordringlichsten Aufgabe scheitert: die Gesundheitskatastrophe einzudämmen. Den Koalitionären ist das bewusst, weshalb sie der Vorstellung ihres Koalitionsvertrages die Präsentation eines Sieben-Punkte-Programmes gegen die Pandemie vorangestellt haben. Die Umsetzung aber muss sofort beginnen. Der angekündigte neue Krisenstab muss seine Arbeit aufnehmen, noch bevor Scholz sein Büro im Kanzleramt bezieht.

Allerdings kann ein Krisenstab der Politik nicht die Entscheidungen abnehmen, die nun nottun. Die Wissenschaftsakademie Leopoldina plädiert plausibel für umgehende, drastische Kontaktbeschränkungen und für eine allgemeine Impfpflicht. Die Ampel, insbesondere deren gelber Teil, hat lange glaubt, es besser zu wissen – jetzt muss sie schnell umsteuern. Insbesondere die FDP war es, die im Wahlkampf gegen die Corona-Politik der großen Koalition polemisiert und ein Ja zu neuen Ausgangssperren ausgeschlossen hatte. Aus Angst, nun des Umfallens bezichtigt zu werden, dürfen sich die Liberalen nicht jetzt notwendigen Maßnahmen verweigern. Dafür ist die Lage zu ernst. Im Übrigen stehen alle Ampel-Parteien in der Verantwortung für das Auslaufen der epidemischen Lage von nationaler Tragweite.

Nicht akademische Diskussionen über die womöglich falsche Signalwirkung dieser Entscheidung führen nun aber weiter, sondern nur ein gemeinsames Handeln der geschäftsführenden und der kommenden Regierung gegen die akute, Menschenleben kostende Notlage. Angela Merkel und Olaf Scholz müssen einen Übergang organisieren, wie es ihn noch nie gegeben hat in diesem Land. Für Merkel geht es um ihr Erbe, für Scholz um seine Zukunft.
