The alignment will change from about Km68 (ring road 5), the route goes to the Northeast of Van Kim commune, My Duc district. The route runs parallel to the concrete route and cuts in front of Dinh Van Phuc area, Van Kim commune. The route will cross Day river at about Km70 + 800 and go to Luu Hoang commune, Ung Hoa district. The route will run through a vacant land in Thanh Giang village, Luu Hoang commune, Ung Hoa district (between the Lo Brick area and the population); After that, the route will pass through Doi Binh commune. The route basically runs parallel to National Highway 21B and goes to Tuong Linh commune, Kim Bang district, Ha Nam province. The route will be imported in the direction of the planned route at about Km75.
The alignment is locally adjusted in line with ongoing projects in the area, reduces the amount of land clearance related to residential land (about 3 affected households), the alignment meets road standards , having conditions to exploit land funds on both sides of the route, meeting inter-regional functions (connecting NH.38).
The Ministry of Transport believes that the local adjustment of the alignment does not change the objectives and characteristics of the ring road 5, the area of Hanoi Capital, in accordance with the relevant planning approved by the Prime Minister on development direction of Ha Nam province.
Ring road 5, section Km68 – Km75 under the current plan, cuts through Tuong Linh mountain – Tien Ong pagoda area (built from the reign of King Tran Nhan Tong), is located in the complex of scenic relics of Bat Canh Son (including 8 pagodas and one temple to worship Tho Dai Than Linh, decorated and built according to the legend of the eight elements of the Five Elements) will have difficulty in implementing the route as planned; The section that cuts through a spiritual area with a long history is difficult to relocate and has not received consent from the people.
Besides, if according to the old detailed planning, the direction of the project goes through complex terrain, geology, high mountains, deep pools, increasing investment costs, breaking environmental landscapes, making it difficult for implementation of planning the chain of spiritual and scenic tourism in Ha Nam province.
