Beijing claims Australia was trying to spy on naval exercises as it changes its story on a confrontation with forces last week.
Diplomatic protests were lodged after a Chinese fighter jet dropped flares in front of an Australian Seahawk helicopter in the Yellow Sea.
Mr Jennings told Sky News Australia that the footage would show what the incident “actually looks like”.
“It’s a way of exposing Chinese behaviour for the world to see.”
