Budaya bekap di pejabat

Tuan-tuan, ada satu budaya di pejabat yang mencengangkan kita. Budaya itu kita namakan ia sebagai ‘Budaya Bekap’. Bekap adalah kata yang diMelayukan dari bahasa Inggeris – back up – iaitu menolongkan seseorang, yang sebenarnya jangan sekali-kali ditolong.

Budaya Bekap ini sukar untuk saya definisikan. Akan tetapi boleh saya ketengahkan satu dua contoh yang bila dibaca dan dihayati, akan segera difahami maknanya.

Sebagai contoh, apabila seorang pegawai (katakan gred 44 dan namanya Hajjah Lina) itu tidak reti membuat kerjanya, dan serba-serbi tidak kesampaian lantaran tidak mahu belajar atau enggan dinasihati; pejabat pun menjadi porak-peranda dek Lina ini. Apabila ada seorang dua staf dalam kalangan minoriti yang waras, menegurkan kepincangan ini; akan ada pula sekumpulan staf lain yang berlarian mengerjakan kerja-kerja Lina ini.

Kenapa? Kerana Lina adalah bosku. Walaupun Lina salah, dia tetap bosku.

Oleh sebab staf yang menolongkan kerja Lina si tidak efisyen dan cekatan ini, Hajjah Lina ternampak tahu dan terlihat cekap. Padahal tidak. Kerjanya semua disudahkan orang. Esok lusa, dek sebab orang atas yang atas-atas percaya kononnya kecemerlangan itu titik peluh Lina, maka Hajjah Lina itu pun naiklah pangkatnya. Katakanlah ia menjadi gred 48, atau silap haribulan naik terus jadi Ketua Jabatan. Padahal ya ampun ‘tak dapek nak ditolong an’ sang Lina ini.

Tetapi barang diingat Hajjah Lina ini tidak reti bekerja. Hal yang sama berlaku di tempat baharunya. Di tempat baharu, orang yang cepat sedar si Lina ini membongak dan sebenarnya tak tahu kerjanya, akan menasihati. Tetapi mereka yang menasihat, mereka yang akan disudutkan. Terus ada staf rendah yang kasihan akan menolongkan kerja bosnya, si Lina. Yang menegur akan dimarahi oleh orang atas yang atas-atas. Kerana disangka Lina itu memang perform kerjanya. Padahal tidak. Maka si Lina pun naik lemak. Santannya terapung mengolesterol, menyumbat segala pembuluh kerja pejabat. Makan tahun, jantung pejabat macet dan roboh. Lepas beberapa tahun dia naik pangkat lagi. Mungkin menjadi pengarah-pengarah. Padahal dia tak tahu kerjanya, malah memang bengap tak bekerja.

Bila dia jadi pengarah-pengarah yang tidak tahu bekerja, dia menjadi ketua yang tidak kreatif. Waktu ini Hajjah Lina sudah menjadi Datuk Lina, atau Tan Sri Lina. Padahal kreativiti penting untuk memberi solusi kalau ada masalah timbul. Pengarah-pengarah seperti ini mengharapkan bantuan orang bawah untuk menolongkan mereka dari kelemasan dan kekaraman.

Inilah yang berlaku bila anggota masyarakat berurusan dengan penjawat awam. Kalau tuan-tuan kehairanan kenapa kadang-kala penjawat awam yang tuan-tuan hubungi itu serba-serbi macam celaka, ketahuilah hal yang kita babadkan ini.

Soalan yang sering diajukan kepada kita ialah – kenapa ya akan ada staf membekapkan – orang-orang sebegini?

Ada dua hal kenapa ini berlaku.

Mudahnya ialah kerana sistem di negara ini pelik lagi ajaib. Si Datuk Hajjah Lina yang tak reti bekerja itulah yang memberikan markah KPI staf bawahnya. Padahal dia itu serba-serbinya tidak tahu dan mengharapkan orang bawahnya. Di hujung tahun, prestasi kerja staf-staf bawah si Lina yang bengap ini akan dinilai oleh si Lina yang berwenang. Jadi ada dua tahap Lina di sini. Lina bengap, tapi Lina ada kuasa. Kerana takutkan markahnya rendah, maka staf Lina akan membekapkan Lina. Padahal Lina ini nihil. Lina ini hampa. Lina ini kosong. Lina ini sifar.

Lingkaran yang tidak betul ini berterusan bagai tidak sudah. Ia juga berlaku dalam pentadbiran negara misalnya. Kalau ada menteri kadang nampak semenggah, belum tentu sebetulnya menteri itu yang elok. Boleh jadi yang senonoh ialah orang keliling menteri itu. Si menteri itu kadang memang, saya ulang nihil. Malah boleh jadi ia ular. Yang menolong atau membekapkannya adalah stafnya yang membuatkan kerjanya dengan bagus.

Sebab kedua budaya bekap ini ada dalam jabatan kerajaan (mungkin juga ada dalam privat atau swasta) ialah kerana tiadanya nilai logik penjarakan kuasa.

Hal kedua ini saya kupaskan dari segi sosiologi. Sila tuan-tuan baca dengan sabar.

Ada satu indeks yang dinamai Power Distance Index (PDI) yang merujuk kepada tahap ketidaksetaraan yang wujud dalam masyarakat – dan bagaimana ia diterima atau ditolak ansur – antara manusia yang tiada wewenang dan kuasa; dengan mereka yang berwenang dan berkuasa. Skor PDI yang tinggi bermakna masyarakat itu boleh menerima ketidaksetaraan, pengagihan kuasa yang tidak adil, dan menjadi petanda mereka menerima hakikat bahawasanya diri mereka itu tiada tempat dalam sistem.

Maka kalau ditindas pun mereka akan mengatakan, “Nak buat macam mana, kita kan orang bawah?”

Pada 2012, dengan menggunakan skala PDI kelolaan Geert Hofstede, Malaysia mencatat skor tinggi iaitu 104. Skor tinggi ini bermakna masyarakat Malaysia dengan tingginya; menerima, menyerah, pasrah, bertolak ansur, membekap mereka yang berkuasa dan berwenangan.

Tuan-tuan, kerana apa? Untuk kes Malaysia, kerana masalah sistem feudal sedia ada dan juga kerana adanya beban psikologi penjajah.

Untuk sesetengah orang yang akan memodalkan dan menyanjung tinggi budaya bekap ini, mereka tidak akan menerima indikator ini, dan menganggap PDI ini satu kerja orang yang tidak suka Budaya Bekap. Yang bijak sedikit akan menghujahkan PDI ini sekadar satu petunjuk kepada nilai budaya. Mereka akan mengatakan sistem feudal itu tetaplah bagus. Bahawa Datuk Lina itu gegak-gamat. Atau mereka akan menanyakan kita kembali, apa salahnya Budaya Bekap?

Power Distance Index (PDI) sebetulnya menjelaskan kepada kita di manakah, dan mengapakah ketidakadilan dan ketidaksetaraan telah diterima, dan diinstitusikan sehingga masyarakatnya tidak dapat keluar dari lingkaran setan ini. Malaysia malangnya mendakap ketidakadilan dengan penuh mesra, malah menyediakan pelbagai wajaran untuk itu. Contoh, Datuk Lina.

Salah satu bentuk penginstitusian dan normalisasi ketidakadilan dan ketidaksetaraan ini adalah kerana adanya Budaya Bekap tadi.

Kita berharap tulisan kecil ini dapat menjelaskan mengapa masyarakat menadah dan menerima sahaja ketidakcekapan sesebuah pejabat awam, atau menteri, atau pentadbiran kerajaan; tanpa sedikit pun mempersoalkan. Ia dapat menjelaskan mengapa masyarakat tidak apa dirogol kuasa. Ia menerangkan mengapa pengundi sudi disungkit pantatnya bila pilihan raya. Ini kerana budaya mempersoalkan itu tiada. Tidak pernah ada. Masyarakat kita tidak terjarak dari kuasa. Mereka melihat kuasa sekecil-kecil di pejabat sehinggalah sebesar-besarnya perlu disembah. Bayang-bayang Tuhan malah. Padahal untuk orang Islam, Tuhan mereka telah meminta jangan berlaku syirik.

Nah kembali kepada Budaya Bekap di ofis. Ia satu gejala yang harus diperangi. Budaya Bekap ini membuka jalan kepada korupsi, ketidakcekapan, dan kezaliman. Untuk melawan Budaya Bekap ini saya tidak pasti apakah tradisi keagamaan yang ada di negara ini membekap ketidakadilan. Pada saya, seharusnya Islam yang murni dan tulen tidak membekap Budaya Bekap ini. Akan tetapi apa yang dapat kita katakan kalau ulama pun menunggang agama dan membekap penyamunan, pengkhianatan, dan kesialan.

Oh ya, Datuk Hajjah Lina sudah bersara awal dan akan bertanding dalam Pilihan Raya Negeri Johor ya.
