For Binh Duong province, the development of electronic administration is essential to the implementation of its smart city project.

Administrative reforms and information technologies
The director of the Information and Communication Department of Binh Duong, Lai Xuân Thanh said that the construction and development of the electronic administration of Binh Duong is carried out in the sense of promoting administrative reform associated with a greater application of information technology in the management and delivery of online public services. E-government is also used to integrate data, connect agencies to each other, shorten processing processes and reduce the time and cost of implementing administrative procedures for individuals and businesses. Binh Duong is particularly interested in the application of information technology in state agencies.
The province wants to invest in the equipment necessary for the development of e-government and common applications for departments, branches, districts and cities. All agencies at the provincial, district and commune levels have invested in a comprehensive internal network system. So far in Binh Duong, the number of online public services deployed at level 4 is 38% and it is expected that by the end of 2020 this number will rise to 50%. This is a first step towards the path of the digitalization of public services and Binh Duong ensures that by 2021 most provincial public services are effective at levels 3 and 4 and no longer just at level 2.
According to Lai Xuân Thanh, Binh Duong has invested in an online conference system connecting the province and the municipalities. The province has two data integration centers, including a backup center, ensuring smooth and secure operation of the network 24 hours a day, 7 days a week.
Binh Duong Province currently ranks at 4 e rank out of 63 provinces and cities in terms of overall level of application of information technology. It reaches first place in the fields of technical infrastructure as well as mechanisms, policies and regulations for the application of information technologies. The province also has the best performing electronic information portal among the 63 information portals in the country.

Previously, the number on duty for medical emergencies was 115. This switchboard directed people in need to hospitals closest to their area of residence. However, medical staff in hospitals were often taken with emergency care and the information provided in switchboard 115 was not always transmitted well.
