Yet another little-known policy implemented by President Joe Biden last year allows migrants in the U.S. on parole to serve as sponsors for other parolees – and border hawks are not happy with the revelation.

While the number of migrants in the country who are only allowed in because they are being supported by other parolees is unknown, it’s thought at least hundreds of thousands could be utilizing this policy.

Any migrants on Temporary Protected Status (TPS) or in the U.S. on asylum claims, as well as parolees, refugees and recipients of deferred action, Deferred Enforced Departure or DACA are all able to serve as the support for other migrant parolees, according to policies implemented in January 2023.

This creates a ‘chain parolee’ system where parolees are able to bring into the U.S. other parolees by promising to financially support and sponsor them.

House Homeland Security Committee Chair Mark Green told DailyMail.com that the policy ‘makes a mockery’ of immigration laws as well as national and border security in the U.S.

The policy is part of a push by the Biden administration to prevent former President Donald Trump from removing illegal immigrants if he gets back in the White House next year, NumbersUSA Director of Research Eric Ruark claimed in an interview with DailyMail.com

Under Biden’s policies, Customs and Border Protection (CBP) has apprehended more than 7.63 million migrants illegally crossing into the U.S. at the southern border. There are several instances since Biden’s tenure began in January 2021 that have set record highs for the numbers of crossings per month.

Trump has promised if he wins in 2024 that he will begin a mass deportation operation of the millions of migrants living in the U.S. illegally. He has said he would use law enforcement, National Guard and other military personnel if needed to round-up undocumented immigrants.

Under Biden’s policies for Cuba, Haiti, Nicaragua and Venezuela protocols, migrants in this category are able to be financially supported and brought into the country by asylum-seekers, parolees, refugees and DACA recipients

Estimates claim at least 11.5 million people are living in the U.S. without legal status, but some immigration hawks think the number is north of 22 million. Republican lawmakers are demanding Biden’s Department of Homeland Security (DHS) reveal the true number of illegal immigrants living in the U.S.

The little-known parole policy, first exposed last month by the Center for Immigration Studies, makes it even easier for migrants from Cuba, Haiti, Nicaragua, and Venezuela (CHNV) to enter the U.S. and was implemented as part of Biden’s massive expansion of the CHNV program in January 2023.

Biden’s policies regarding CHNV parolees allows 30,000 migrants from those countries to enter the U.S. every month if they first apply on the CBP One app and are approved to enter the U.S. while awaiting rulings on asylum claims.

Bombshell reports earlier this year revealed that in the first year of its existence more than 320,000 migrants were flown from foreign airports into the U.S. on this program.

‘[DHS] Secretary [Alejandro] Mayorkas is doing a terrible job, but he’s very good at what he’s doing,’ Ruark told DailyMail.com. ‘If you think his job is to protect the homeland under the Department of Homeland Security, to prevent illegal immigration and to enforce the law – he’s not doing those things’

‘But what he is doing, again, is setting up the system to get people in and doing it in such a way that it’s going to present challenges for a different administration who wants to actually combat illegal immigration,’ he continued.

‘He’s doing it in a very smart way. He knows what he’s doing. This isn’t incompetence. This is deliberate and willful.’

Chairman Green said the parolee supporter policy further proves the ‘absurdities’ of Biden administration ‘mass-parole’ protocols for CHNV migrants.

‘As documents we recently obtained from DHS show—documents we secured only after taking legal action—even DHS admits that every single parolee is an inadmissible alien,’ Rep. Green (R-Tenn.) told DailyMail.com. ‘That’s bad enough.’

‘What’s worse,’ he continued. ‘is that DHS has crafted this program in such a way that one inadmissible parolee can sponsor another.’

‘This chain created by President Biden and Secretary Mayorkas makes a mockery of the laws they swore to uphold, and exposes the CHNV program as just another attempt to process and release as many inadmissible individuals into our country as quickly as possible – regardless of the consequences.’

An analysis last month revealed the U.S. cities where those arriving on President Joe Biden’s program flying up to 30,000 undocumented migrants each month to be released into the U.S.

‘Chain paroling’ also means that, if a migrant is at some point removed from the country during the parole process, it leaves open the possibility that those being financially supported by that individual could be abandoned without a sponsor.

U.S. Citizenship and Immigration Services (USCIS) lists in its policies the requirements for anyone who wants to ‘serve as a supporter’ for CHNV parolees.

Supporters, USCIS notes, must ‘pass security and background vetting, including for public safety, national security, human trafficking, and exploitation concerns.’

Additionally, they need to ‘demonstrate sufficient financial resources to receive, maintain, and support the individual(s) they are agreeing to support for the duration of their parole period.’

Finally, the supporters must ‘be a U.S. citizen, national, or lawful permanent resident; hold a lawful status in the United States such as Temporary Protected Status or asylum; or be a parolee or recipient of deferred action or Deferred Enforced Departure.’

Essentially, as Rep. Green notes, ‘inadmissible aliens’ are given the authority to be able to financially support and sponsor a migrant also allowed into the U.S. because they are on parole.

The NumbersUSA Director of Research claims the policy contributes to Biden’s ‘shadow immigration system’ and creates a system where there is less accountability for undocumented migrants released into the country on parole.

He questioned ‘what’s gonna happen to [migrants on parole] if they don’t show up’ for their court date or to renew this parole status after the two years is up?

‘DHS has also effectively dismantled interior enforcement,’ Ruark lamented. ‘And so they’ve said, ‘If you overstay a visa, you’re not a priority, and we’re not going to do anything to find you and remove you.; The same is going to be with people who are coming in on parole.’

‘I think the obvious objective for the Biden administration is to get as many foreign nationals into the U.S. as quickly as possible, through any means possible. And to allow them to remain here permanently,’ he added.

In the case of traditional applications for humanitarian parole, there is no requirement regarding the financial supporter’s immigration status – meaning that other parolees could also sponsor migrants in this case.

CHNV parolee supporters are unique in that they are required to file a Declaration of Financial Support and demonstrate they have the financial resources to support the beneficiary.

Eligibility requirements for CHNV supporters were established in Federal Register notices for each country in October 2022 and were implemented on January 6, 2023.

‘The CHNV supporter requirements are consistent with those created for the Uniting for Ukraine program. Each supporter must pass a background check and demonstrate sufficient financial resources to receive, maintain, and support the individual whom they commit to supporting for the duration of their stay in the United States,’ a representative with USCIS told DailyMail.com.

A person familiar with the CHNV parole program told DailyMail.com that most times DHS is unable to obtain ‘good enough information to vet people’ that are requesting asylum or parole in the U.S. from these countries.

They claim the CHNV parole – and expansion of humanitarian parole in general – is meant to ‘get people in’ the U.S. and ‘avoid what people see at the border.’
