The newspaper, citing multiple unidentified sources, noted that Biden will address House Democrats on Thursday and speak from the White House before departing for Europe.
Specifics of the president’s announcement were not immediately clear, it added.
The development comes as talks on Biden’s agenda enter the homestretch.
Senators have said a deal is close, but issues including expanding Medicare benefits, empowering the federal government to negotiate lower drug prices, a plan to tax billionaires and the details of a plan to tax methane emissions are holding up an agreement.
