El presidente Joe Biden mantuvo formalmente el martes el límite de admisiones de refugiados en 125.000 para el año fiscal 2023, pese a la presión de activistas para que se aumente aún más para satisfacer las necesidades después de quedar muy lejos de ese objetivo este año.

Los defensores de los refugiados habían estado presionando al gobierno de Biden para que hiciera más para restaurar el Programa de Admisiones de Refugiados de Estados Unidos. El programa de más de cuatro décadas de antigüedad tuvo fuertes reducciones durante la presidencia de Donald Trump, que bajó la cifra al mínimo histórico de 15.000.

Después de asumir la presidencia, Biden cuadruplicó el número de admisiones de refugiados permitidas para los meses restantes del año fiscal 2021. Después fijó la meta en 125.000 para el año fiscal 2022, que concluye el 30 de septiembre. Pero a la fecha se han admitido menos de 20.000 refugiados.

La cifra excluye a los aproximadamente 180.000 ucranianos y afganos que llegaron a Estados Unidos mediante el permiso condicional humanitario, un proceso legal que les permite agilizar su ingreso en el país en comparación con el programa ordinario para refugiados, pero que sólo les concede estancias de hasta dos años.

A los refugiados se les ofrece una vía hacia la residencia permanente. Su admisión es decidida por el presidente cada año, y los recursos destinados a las agencias para reubicar a esas personas se basa en el número de las que se encarguen en un año determinado.

El objetivo de los 125.000 refugiados “se justifica por motivos humanitarios o en todo caso es de interés nacional”, manifestó Biden en su decisión presidencial. Históricamente, el promedio ha sido 95.000 tanto en gobiernos republicanos como demócratas.

Biden asignó 5.000 lugares más para personas de Europa y Asia Central en el año fiscal 2023, a fin de hacer espacio para acomodar a quienes han huido de la guerra en Ucrania.

El número más grande de admisiones de refugiados, 40.000, se asignó a África, seguidas de 35.000 para el sur de Asia, 15.000 para Asia oriental, 15.000 para Europa y 15.000 para América Latina.

    Biden ha tenido dificultades para restablecer el Programa de Refugiados a pesar de aumentar los números y eliminar las barreras burocráticas que impuso su predecesor, que ralentizó el proceso y causó una enorme acumulación de casos.

    Krish O’Mara Vignarajah, directora del Servicio Luterano de Inmigración y Refugiados, dijo que el gobierno de Biden debe actuar ahora para mejorar el Programa de Refugiados de Estados Unidos, luego de que las Naciones Unidas reportaron un récord de 100 millones de personas desplazadas de sus hogares.

    “Debe acelerar y agilizar la tramitación en el extranjero de las solicitudes de refugiado si quiere que este programa que salva vidas siga siendo relevante en medio de una crisis mundial de desplazamientos sin precedentes”, señaló en un comunicado.

    El secretario de Estado, Antony Blinken, dijo en un comunicado que “este ambicioso objetivo muestra el compromiso de Washington con la reconstrucción y fortalecimiento del Programa de Admisiones de Refugiados de Estados Unidos” por diversos medios. Mencionó entre los planes un programa piloto, cuyo inicio está previsto para finales del año, y el cual permitirá a civiles estadounidenses inscribirse para reubicar a refugiados en sus comunidades, al igual que hicieron con los afganos y ucranianos el año pasado.

    Habitualmente, nueve agencias de reasentamiento colocan a los refugiados en las comunidades.

    “Nuestro programa de admisión de refugiados encarna lo mejor de los valores estadounidenses y la voluntad de ayudar a los necesitados, y seguirá proporcionando acceso al reasentamiento como una solución duradera que salva vidas”, dijo Blinken.
