Shingles is a painful condition caused by varicella zoster virus. The disease spreads by direct contact with the fluids from blisters. Shingles is not contagious before the blisters appear and after the rash crusts. Risk of spreading from one person to another can be lowered by covering the rash.

The varicella zoster virus is what causes shingles, the same from varicella disease (chickenpox). So, yes, it is contagious, but the infected person will have varicella instead of shingles.
