PETALING JAYA: Persatuan hak asasi berharap kerajaan akan membentangkan Belanjawan 2023 yang prihatin kepada orang kurang upaya (OKU) kerana masih terdapat isu memerlukan perhatian, antaranya perluasan kemudahan di pinggiran dan luar bandar, elaun pekerja, dan pengambilan lesen kenderaan.

Presiden OKU Sentral, Ras Adiba Radzi berkata kemudahan di luar bandar perlu ditambah baik serta diperluas, dan masih banyak kawasan tumpuan pelancong yang tidak mesra OKU.

“Kerajaan harus memberikan penekanan kepada perkara ini agar membolehkan OKU turut menikmati kemudahan,” katanya kepada FMT, menjelang belanjawan yang akan dibentangkan awal bulan depan.

Ras berharap kerajaan memperuntukkan sekurang-kurangnya RM100 juta bagi menaik taraf kemudahan di bangunan kerajaan, terutama hospital dan sekolah, serta di kawasan perumahan.

“Peruntukan ini dapat digunakan untuk menyediakan laluan khas bagi OKU penglihatan, tempat letak kenderaan OKU, lif yang mempunyai (tulisan sentuh) Braille, tandas OKU, dan tanjakan yang sesuai untuk OKU dengan kecerunan tidak lebih daripada 1:12,” katanya.

Presiden Persatuan Pemulihan Orang Cacat Perak, Mohd Fhami Mohamed Norrdin, berkata pembangunan kemudahan untuk OKU lebih tertumpu di bandar-bandar besar.

“Pinggiran atau luar bandar agak kurang diberi perhatian, terutama di kawasan perumahan,” katanya, yang juga meminta kemudahan pengangkutan untuk OKU di kawasan berkenaan diperluas.

Fhami menyarankan kerajaan menarik pernyataan pihak swasta dalam usaha memperluas kemudahan OKU, misalnya insentif pelepasan cukai untuk pemilik premis perniagaan yang memudahkan kehidupan warga OKU, di pinggiran dan luar bandar.

Beliau juga mencadangkan insentif untuk syarikat insurans memberi diskaun kepada warga OKU yang memperbaharui insurans kenderaan.

Pendekatan insentif boleh digandingkan dengan penguatkuasaan di peringkat pihak berkuasa tempatan (PBT), katanya.

“PBT boleh menguatkuasakan syarat di dalam lesen PBT bagi premis tumpuan awam – seperti kedai atau restoran – untuk menyediakan kemudahan OKU di premis mereka.”

Sementara itu, Setiausaha Persatuan Kecederaan Tulang Belakang Malaysia, S Jeyaraj, berharap kerajaan menaikkan kadar elaun untuk pekerja OKU, daripada RM450 kepada RM1,000.

“Pekerja golongan OKU perlu menanggung lagi beberapa kos tambahan untuk alat bantuan bagi memudahkan urusan harian mereka,” katanya.

Jeyaraj juga menggesa kerajaan membantu sekolah memandu menyediakan kenderaan ubah suai khas untuk kegunaan OKU.

“Ramai dalam kalangan OKU berdepan masalah untuk mengambil lesen kerana tidak semua mempunyai kenderaan sendiri dan ada yang perlu meminjam kereta orang lain, ini kerana untuk membeli kereta mereka memerlukan lesen kenderaan,” ujarnya.
