Baling, Sik tumpuan pengeluar lateks utama negara

Keluasan penanaman getah di Baling dan Sik sebanyak 21,470 hektar merupakan kawasan antara terbesar di Semenanjung Malaysia berpotensi menjadi pengeluar utama lateks negara.

Baling mempunyai kawasan penanaman seluas 13,989 hektar manakala Sik yang mempunyai keluasan 7,381 hektar bakal menjadi tumpuan pengeluaran lateks di Kedah.

Ia sebagai inisiatif menggalakkan seramai 14,818 orang pekebun kecil dengan jumlah 9,979 orang di Baling dan 4,839 orang di Sik bertukar kepada penghasilan lateks bagi meningkatkan pendapatan sekali gus keluar dari garis kemiskinan.

Harga getah lateks yang lebih tinggi mencecah RM7 sekilogram berbanding getah sekerap RM2.50 sekilogram diharap berupaya meningkatkan pendapatan golongan pekebun kecil sekali gus menjadi pengeluar lateks utama negara.

Biarpun penghasilan lateks agak rumit namun ia memberi keuntungan berganda selain mengurangkan kecurian memandangkan jadual kutipan susu getah lebih awal berbanding sekerap.

Pengerusi Pihak Berkuasa Kemajuan Pekebun Kecil Perusahaan Getah (Risda), Datuk Mohd Salim Mohd Shariff ketika ditemui pada sidang media di Baling, Kedah pada Jumaat memaklumkan, Risda bersedia membina Depo Pengumpulan Lateks (DPL) di kedua-dua daerah sekiranya lebih ramai pekebun kecil bersedia untuk menghasilkan lateks.

Setakat ini, terdapat 12 DPL di seluruh negara termasuk lapan daripadanya aktif beroperasi, merangkumi kawasan kebun getah seluas 254.5 hektar.

Di Sik, Mohd Salim turut merasmikan DPL Tasik Beris yang bernilai RM40,000 melalui Prasarana Asas Pertanian (PAP) dan Prasarana Ladang (PL) yang dijangka beroperasi Januari depan.

“Saya percaya dan yakin dengan adanya DPL ini akan menjadikan salah satu pusat pengumpulan lateks yang berjaya kerana hampir 200 hektar tanaman getah dikelilingi oleh DPL Tasik Beris ini,” katanya.

Beliau ketika sesi lawatannya turut dibawa mengelilingi keliling Tasik Beris dan mendengar taklimat mengenai pengurusan ladang Tanam Semula Berkelompok (TSB) di kawasan berkenaan.

Hadir sama, Ahli Parlimen Baling, Datuk Seri Abdul Azeez Rahim; Ahli Parlimen Sik, Ahmad Tarmizi Sulaiman dan Ketua Pengarah Risda, Abdullah Zainal.

Beliau turut mengadakan lawatan ke ladang durian Program Agromakanan di Kampung Sungai Batang, Mukim Sok di Tasik Beris yang diusahakan oleh tiga peserta dengan keluasan 3.4 hektar.

Pada sesi itu, Pengurus Syarikat Semarak Lagenda Sdn Bhd, Norasiaton Akma Yazib menerima bantuan RM100,000 bagi membolehkannya mengembangkan lagi penanaman durian musang king bagi menjana pendapatan selain hasil getah.

Berdasarkan rekod, sebanyak RM15 juta diperuntukkan kepada Program Agromakanan membabitkan 572 orang pekebun kecil seluruh negara dalam usaha meningkatkan ekonomi setempat.

Kedah telah menerima sebanyak RM900,000 dengan jumlah 45 orang pekebun kecil menerima manfaat.

Risda akan meminta kerajaan mempertimbangkan kenaikan harga lantai getah sekerap kepada RM3.50 sekilogram berbanding harga semasa RM2.50 sekilogram.

Jelas Mohd Salim, sekiranya harga lantai komoditi ini dapat dipertingkatkan, kerajaan tidak perlu memberi Bantuan Musim Tengkujuh (BMT) kepada pekebun kecil yang mempunyai keluasan 2.5 hektar ke bawah kerana pendapatan mereka semakin meningkat dan mampu keluar dari garis kemiskinan.

Setakat ini, sebanyak RM191 juta diperuntukkan bagi penyampaian BMT kepada 232,000 pekebun kecil yang layak seluruh negara pada November dan Disember ini.

Dalam siri lawatan ini, seramai 1,000 pekebun kecil di kawasan Baling, Sik (50 orang) dan Padang Terap (46 orang) yang terjejas akibat banjir kilat bulan lalu, menerima bantuan tanggungjawab sosial korporat (CSR) berupa bakul makanan berjumlah keseluruhan RM54,800.

Beberapa inisiatif lain sedang dilaksanakan antaranya Pelaksanaan Program Getah Matang Rancangan Malaysia Ke-12 dengan penambahbaikan kepada empat program iaitu Program Peningkatan Getah (PPG), Skim Insentif Produktiviti Getah (SIPG), Skim Insentif Lateks (SIL) dan Kemudahan Infrastruktur Pemasaran (KIP) bertujuan meningkatkan pendapatan pekebun kecil.

Risda turut membantu meningkatkan pendapatan usahawan melalui Aktiviti Ekonomi Tambahan (AET) dan Program Hasil Baharu Agromakanan.

Sementara itu, Pengusaha DZ Print, Fadhilah Azmi bersyukur kerana menerima bantuan melalui bantuan projek AET sebanyak RM20,000 pada tahun 2014 dan 2017.

“Saya turut menerima program bantuan Groombig berjumlah RM50,000 pada tahun 2018, membolehkan syarikat ini berkembang maju,” katanya yang mengusahakan syarikat percetakan, sulaman dan pengiklanan yang memulakan operasi pada 19 September 2009.

Selain itu, Usahawan House Boat, Amir Wahab dari Kampung Padang Setol berkata, pihaknya telah menerima bantuan AET sebanyak RM10,000 membolehkan perniagaan yang dimulakan pada 2013 itu berjaya menjadikan kawasan luar bandar sebagai pusat pelancongan sekali gus menjana ekonomi masyarakat sekitar Padang Terap.
