Aedes concerned about commercial construction of social rental homes

Aedes, the umbrella organization of housing associations, is concerned about commercial parties that build cheap social rental housing, where this was previously done by housing associations. Aedes thinks that the number of real social rental homes is slowly but surely decreasing as a result. According to Aedes, these private parties are bound by fewer rules for the allocation of social rental housing than corporations and after ten or fifteen years these commercial parties often transfer the homes to the private rented sector.

“Social rent is about more than the rent,” Aedes chairman Martin van Rijn said in a statement. The association of associations says it has no objections in principle to other parties building rental homes in the regulated segment (up to 752 euros per month). “That has always been the case and the housing shortage is now very high. But we are talking about apples and oranges and that is why we also call it fake social rent. The shoe pinches when these homes displace real social housing. Then the target group for which we have social housing will have less and less work,” says Van Rijn.

Aedes asked the Land Registry to investigate what kind of homes were built from 2017 to 2020. This shows that of the 262,000 new homes, only 42,000 (16 percent) are housing association homes. According to Aedes, this is much less than the usual municipal standard for the share of social housing in new construction. In large municipalities this is often 30 to 40 percent.

Van Rijn says he is concerned about this. “It is in line with the voices of corporation directors that they are increasingly failing to build social rental housing. I wonder whether municipalities realize these consequences if they allocate land for new construction.”

He believes that there should be a sharper definition of what is meant by a real social rental home. “It is not for nothing that we have rules to ensure that everyone has a turn, including people with low incomes and those who are urgent. We need a new definition of social housing.”
