22,000 compliances reduced, 103 offences decriminalised: Government

India has reduced more than 22,000 compliances in government, decriminalised 103 offences and removed 327 redundant provisions, the government said on Tuesday.

With the aim to simplify, decriminalize & remove redundant laws, India has undertaken a massive exercise to reduce burdensome compliances.

“Reduction of compliances which include simplification of compliances, elimination of several compliances, decriminalisation of several laws…Collectively when you look at it, it can have a transformative impact and there is a multiplier effect on the ease of doing business,” commerce and industry minister Piyush Goyal said at the National Workshop On Reducing Compliance Burden.

He said that numerous regulatory compliances only confused the new prospects and built hesitation in investors but today we are creating a conducive environment for entrepreneurs and the focus has been to simplify and streamline procedures to run or start a business. The minister added that the Regulatory Compliance Portal will be continuously upgraded to achieve the same issue.

At the same event, industry secretary Anurag Jain said that more than 22,000 compliances have been reduced, about 13,000 compliances simplified while more than 1,200 processes have been digitized.

The Department for Promotion of Industry and Internal Trade (DPIIT) highlighted some “iconic reforms” implemented by the centre to ease compliance burden on citizens and businesses. These include removal of distinction between domestic and international other service provider which will provide thrust to voice-based BPO and ITeS organizations in India, liberalized access to geospatial data, introduction of ‘Mera Ration’ mobile app, and the introduction of single step online Aadhaar validation process for 18 services associated with Driving License and Registration Certificate.

It also said that 46 penal provisions of the Companies Act, 2013 and 12 offences under the Limited Liability Partnership (LLP) Act, 2008 have been decriminalised. Single window clearances for new investors have reduced the time to start operations across businesses is another example.
